The image of a bleeding solves depicts the state of peace freedom and democracy.  This follows the same logic that my downward dove brand icon that if you could quantify the state of peace you would have to described as waning.  This graphic shows that state as injured on it legs and feet signifying that it been in a fight and is injured but not mortally as of today.
